CAISE Kicks Off to Bring Agentic AI to Shared Mobility Across Europe

The European-funded project CAISE (Context-Aware Intelligence for Shared Mobility and Public Transport) has officially launched, coordinated by CARNET-UPC. Over the next 12 months, the project’s partners will work together to help shared mobility and public transport operators close a persistent gap: the disconnect between an operator’s own fleet data and the real-time conditions of the wider public transport network.
Funded by EIT Urban Mobility, CAISE runs from July 2026 to June 2027 and will be piloted across three European cities: Turin, Berlin and Munich, bringing agentic AI into both the strategic planning and day-to-day operations of shared mobility services.

Closing the Gap Between Fleets and Public Transport
Cities across Europe continue to face fragmented transport networks and poor first- and last-mile connectivity, pushing users toward private cars and increasing congestion and emissions. Shared mobility and demand-responsive transport (DRT) operators often struggle to coordinate their services with public transport conditions, service disruptions and changing demand patterns, typically relying only on internal fleet data with little structured awareness of the wider public transport picture.
CAISE addresses this gap with an agentic AI platform that fuses fleet data with contextual information such as public transport conditions, weather and local events to generate clear, actionable recommendations. These support both pre-deployment decisions, like service area planning, and real-time actions, like fleet rebalancing and disruption response.

CARNET-UPC Leads Coordination and Pilot Assessment
As project coordinator, CARNET-UPC (Universitat Politècnica de Catalunya) leads the overall work plan, quality assurance and partner alignment, and is directly responsible for pilot assessment and impact evaluation across the three demonstration cities. CARNET-UPC also leads dissemination activities, ensuring CAISE’s results reach mobility operators, cities and innovation networks across Europe.

A Focused, Complementary Partnership
CAISE brings together a small, complementary consortium. SWITCH S.R.L., a European technology startup, develops and owns the agentic AI platform at the core of the project, introducing two specialised AI agents: a strategic planning agent for medium and long-term fleet and service decisions, and a real-time Recommendation Agent for operational disruption response. Wayla, an Italian shared mobility operator, acts as the primary pilot and validation partner in Turin, providing real operational data and requirements. An additional operational partner supports the initiative in the German pilot cities of Berlin and Munich.

Towards Smarter, More Resilient Urban Mobility
Over the course of the project, CAISE aims to reduce operator reaction time to public transport disruptions from around two hours to under ten minutes, cut time spent on contextual mobility analysis by 75%, and increase fleet utilisation during disruption periods by 10–15%. In the long term, the project aims to support more sustainable and resilient urban mobility across Europe, helping shared mobility complement rather than compete with public transport.
